What We Do
Offering expertise to support systems of care in LA County.
Through guided learning and collaboration (both online and in-person), the Child & Youth Behavioral Health Center of Excellence (COE) engages peer and professional providers to enhance employee skill sets and promote wellbeing.
Centered around the goals of the Behavioral Health Services Act which guides counties to look at their Behavioral Health Systems of Care and create pathways to ensure equitable access. BHSA programs target services to eligible adults and children with or at risk of the most serious mental health conditions and SUDs, including people experiencing homelessness, at risk of incarceration, re-entering the community from a justice-involved setting, at risk of conservatorship, in foster care, and/or at risk of institutionalization. It serves providers across Los Angeles County who support the wellbeing of children, youth, and families. The COE prioritizes interconnection among County agencies and training across systems of care.
Our Background
Engaging Mental Health
Starting the 2018, the COE team has provided workforce development, through individualized consultation and coaching, including larger scale trainings designed to supplement the expertise of peer and professional county workers as they meet the needs of LA communities. The COE harnesses expertise from the Jane and Terry Semel Institute for Neuroscience and Human Behavior at UCLA, as well as other campus-wide partnerships.
Prior to July 1, 2026 the Child & Youth Behavioral Health Center of Excellence functioned as the UCLA Prevention Center of Excellence. This update reflects a broader focus on behavioral health and wellbeing for children, youth and families living and working in LA County.
